The Citizens Foundation Canada (TCF Canada) was established in 2005 to fund quality education for underserved children in Pakistan. The charity operates as the Canadian partner of The Citizens Foundation Pakistan, which runs the schools on the ground. TCF Canada raises money from Canadian donors and channels it to its Pakistani partner to build and support schools, particularly in low-income urban and rural communities. The charity also runs a small domestic program, awarding bursaries to Canadian post-secondary students facing financial barriers.

The charity reports that as of 2025, an estimated 25.1 million children aged 5-16 remain out of school in Pakistan.

TCF Canada runs two programs: Education, and Scholarships and Bursaries. In the fiscal year ending December 2025, TCF Canada spent $5.2m on its programs and grants.

In 2025, TCF Canada supported the operations of 111 primary schools and 49 secondary schools, reaching 26,058 students. It built one new school and initiated the development process for five more. It also inspected 73 schools on metrics such as teaching and learning quality, safety, and infrastructure usability. Its Canadian chapters hosted over 25 events, including volunteer appreciation gatherings and fundraisers.

Scholarships and bursaries accounted for 1% ($57k) of program and grant spending in 2025. This program funds undergraduate scholarships for TCF alumni in Pakistan pursuing higher education. It also funds bursaries for Canadian post-secondary students facing financial barriers not fully covered by provincial aid. In 2025, the charity awarded 31 alumni scholarships and 25 Canadian youth bursaries.

Results and Impact

The charity reports that of the 71,000 graduates from TCF schools, 94% had a matriculation pass rate. It also reports that 27% of students scored in the A/A+ range. 

TCF states that building a new school takes approximately 13 to 15 months to complete. It considers a school fully completed only when the infrastructure is finished and the school is fully operational in line with TCF standards.
