About The Portage Foundation:

Portage Foundation, founded in 1973, fundraises to support Portage addiction rehab centres in Quebec, New Brunswick and Ontario. Its mission is to provide cost-efficient drug rehab therapy to youth, young mothers, adults, and men with mental illness. Portage helps people suffering with addiction to live lives of sobriety filled with dignity, self-respect, and accomplishments. Portage Foundation organizes fundraising events and connects with donors and corporations to raise money that, it says, helps thousands of people turn their lives around.

Portage Foundation supports its Portage operations. In F2017, Portage Foundation granted $3.4 million: over half of this money was raised in Quebec and funded its Quebec-based programs. Portage’s youth rehab centre in New Brunswick received $1.1 million (34%) and the youth rehab centre in Ontario received $492k (15%). All its youth rehab programs include on-site schooling to help youth succeed in school.

In Quebec, Portage Foundation funds youth rehab programs in the Montreal and Quebec City region for teenagers, mothers, adults, and men suffering from mental illness (primarily schizophrenia). Recently Portage has been helping youth from First Nations and Inuit communities with addiction recovery. In New Brunswick, Portage’s rehab centre helps youth from across Atlantic Canada aged 14-21.

In Ontario, Portage supports a 40-bed youth rehab centre in Elora. Most of the treatment beds are for youth diversion and youth in foster care with Children’s Aid. Donations to Portage Foundation pay for rehab if families cannot afford it. This supports about 3-4 youth each year. Portage management reports that in F2016, 99 youth attended Portage treatment. 83% of these clients returned to school following treatment completion.

Portage’s drug program takes a 6-month residential therapeutic, community approach. Through a longitudinal study from 2003-2008 involving 122 youth, 85% reported a decrease in drug use 18 months after completing the program. Recent success rates in sobriety, a common metric for addiction rehab centres, were not found in published reports.

This charity report and analysis is generously funded by the E.W. Bickle Foundation to share with other Canadian donors interested in helping youth in Ontario.

Financial Review:

With annual donations and special events raising $2.8m in F2017, Portage Foundation is a medium-sized charity. Its fundraising and administrative costs are 33%. For every dollar donated, 67 cents goes to the cause, within Charity Intelligence’s reasonable range. Portage Foundation granted $3.4m in F2017 that may include a large distribution for the renovation and expansion of the New Brunswick youth centre. As such, funding reserves dropped to $4.4m that cover 1.3 years of annual grants. This shows a need for donations.

Portage Foundation’s audited financial statements are in French. Charity Intelligence may have made material errors in its analysis. This new report is being reviewed by Portage Foundation. Changes, comments, and edits may be forthcoming.
