About Agence Ometz:

Founded in 2008, Agence Ometz is a multi-service agency that serves the Jewish community in Montreal. It formed after a merger between Jewish Employment Montreal, Jewish Family Services, and Jewish Immigration Aid Services. Its mission is to help people fulfill their potential and to secure the growth and vitality of the Montreal community.

Agence Ometz divides its programs into three areas: community services were 63% of program costs in F2019, employment services were 20%, and immigration support was 8% (the remaining 8% was for IT and marketing).

Agence Ometz offers community services for families, youth, and individuals. Programs include counselling and crisis intervention, mental health support, parenting workshops, financial assistance, and child development services. In F2019, Agence Ometz reports that 2,950 youth took part in group discussions about healthy relationships, internet safety, bullying, sexuality, and school transitions. 2,129 adults took part in financial assistance programs, 1,200 children were screened for motor difficulties and speech disorders, 643 people received counselling services, and 377 people received mental health support. Through its Alternative Therapies program, Agence Ometz provided music and pet therapy to 26 kids and 54 adults with mental health challenges.

Agence Ometz’s employment programs worked with 1,572 people in F2019 to help them improve their job market skills and connect them to job opportunities. The charity’s ProMontreal Entrepreneurs program, which helps young entrepreneurs start businesses in Montreal, held 33 free workshops in F2019 on legal, business and financial planning, attended by 598 people.

Immigration programs provide support to people before and after their move to Canada. Agence Ometz helped 844 immigrating families in F2019. Through Initiative France Montreal, the charity provided advice and integration support to 473 families throughout their move to Montreal and matched 26 French families with local counterparts.

In March 2019, Agence Ometz reported receiving a large donation from the Azrieli Foundation that will finance the creation of a new Centre. Set to open in fall 2019, the centre will provide services for at-risk youth and young adults (16 to 35 years old) who have or will soon ‘age out’ of the public system and no longer have access to coordinated community support. Results and Impact

Agence Ometz helped 18 families start eliminating debt and saving money in F2019 through its Money Matters program (which helped 69 families complete 285 budgets during the year). Seven adults with autism or other mild disabilities got jobs or volunteer positions through the Young Adults Support program, which worked with 52 people in F2019. The charity’s Literacy program helps youth without high school diplomas improve their socio-economic status and build social connections. 20 youth participated in the program in F2019 and since the program started, nine youth have received their high school diplomas.

Agence Ometz’s Orthodox Community Initiative is an employment program that launched in F2016 for Chasidish and Yeshivish communities in Montreal. It helped 106 people in F2019 and the charity reports that 97 people found jobs or study or training opportunities. Since the ProMontreal Entrepreneurs program started in F2001, it has helped start 71 businesses, providing jobs for roughly 800 people.

Agence Ometz is a large charity that received $5.1m in donations in F2019. Federation CJA is a major donor to Agence Ometz, providing 59% of total donations received during the year. Administrative costs are 14% of revenue (excluding investment income) and fundraising costs are 6% of donations. Per dollar donated, 79 cents go to the cause, which is within Ci’s reasonable range for overhead spending. Ci excluded donations of $673k from BDH Community Foundation (BDH) in its fundraising cost ratio calculation. BDH is reported as a related party in the charity’s audited financials – Agence Ometz’s CEO is also BDH’s Executive Director.

Funding reserves of $1.8m can cover just under four months of program spending at the F2019 level.

Note: Agence Ometz’s auditors (Deloitte) note a related party relationship with the BDH Community Foundation. The BDH Community Foundation is a separate and independent charity that ensures that all members of the Greater Montreal Jewish community can obtain Jewish burials through buying cemetery plots and paying for burials and cemetery maintenance. BDH Community Foundation donated to Agence Ometz $673k in F2019, $673k in F2018, and $654k in F2017. This amount is reported by Ci as part of donations, but has been removed from donations in calculation of the fundraising ratio. In reviewing BDH’s audited financial statements it was not disclosed what portion of the funding reserves are Agence Ometz’s endowments. As such, no adjustments or consolidations have been made to the financial review of Agence Ometz. Agence Ometz’s F2019 financial statements restated F2018 figures after a change in accounting policy, increasing revenue and expenses by $13k in F2018. Amortization of deferred contributions related to capital and intangible assets has been backed out of donations, decreasing total revenue by $17k in F2018 and $6k in F2017. Program costs include information technology and marketing costs of $530k in F2019, $456k in F2018 and $396k in F2017.
