OVERVIEW

About OSEG Foundation:

OSEG Foundation is a 1-star charity that is not financially transparent. It has high funding reserves that can cover four years and eight months of program costs, and overhead costs outside Ci's reasonable range.

Launched in 2017, OSEG Foundation (OSEG) aims to improve the lives of youth in Ottawa through sport. The foundation is related to Ottawa Sports and Entertainment Group. The charity states that this relationship brings beneficial connections with the Ottawa Redblacks, Ottawa Fury FC, and Ottawa 67s. OSEG states that over 60% of children and youth in Canada do not meet the recommended amount of physical activity per day. OSEG supports a variety of programs that help youth take part in sport.

The Redblacks Mentorship program helps at-risk youth graduate from high school. OSEG states that the program addresses the 42% failure to graduate rate of students in five priority communities in Ottawa. During the 2023-2024 Canadian Football League (CFL) season, OSEG paired 18 youths with 18 players from the Redblacks. The Redblacks players act as positive mentors for the youth. Youth participate in weekly one-on-one calls and monthly group activities.

OSEG runs programs that empower girls to play sports. OSEG states that one in three girls drop out of sports in adolescence, compared to one in ten boys. The Girls on the Run program promotes physical activity and participation in sports for girls. 598 girls have participated in the program since its launch in 2021. In F2023 the program operated at 27 sites in Ottawa. Sport Day the Girl’s Way is a one-day event that promotes confidence in girls. Run in October 2023, girls got to hear from Olympians and female role models. 700 girls from grades four to eight participated in the event.

OSEG also supports a diverse set of other programs. This includes a blind hockey program, a youth council, and sports equipment assistance.

In September 2021 OSEG foundation united with Ottawa-Gatineau Youth Foundation.

Finances

OSEG Foundation’s F2023 T3010 filing contains a material reporting error. Its breakdown of expenditures before qualifying disbursements does not add to the total amount reported. As a result, Ci was unable to use the T3010 filing to determine OSEG’s program spending. Instead, Ci used the audited financial statements. In past years program spending has been lower on the audited financial statements than on the T3010 filing, and conversely administrative costs have been higher.

In F2023 OSEG Foundation received $910k in donations and special events fundraising. OSEG reports administrative costs are 39% of revenues (excluding investment income). Fundraising costs are 21% of donations. This results in total overhead spending of 60%. For every dollar donated, 40 cents are available to go to the cause. This falls outside Ci’s reasonable range for overhead spending.

In F2023 OSEG reports it spent $485k on its programs, which is 38% of its revenue. In F2023 it had a surplus of $133k.

OSEG Foundation has $2.3m in reserve funds (cash and investments). This can cover 467%, or four years and eight months of its annual program spending.

This charity report is an update that has been sent for review to OSEG Foundation. Changes and edits may be forthcoming.

Note: DEFERRED ADJUSTMENT: OSEG uses deferred accounting. To show donors information on a consistent basis, Ci adjusted for these deferred revenues. This affected revenues by ($59k) in F2023, ($2k) in F2022, and $2k in F2021. GOVERNMENT ASSISTANCE: OSEG reports government revenues by reducing administrative costs. Ci added back the administrative costs and reported the revenues under government revenue. This increased revenues and expenses by $11k in F2023, $44k in F2022, and $83k in F2021.
