About Ontario Federation for Cerebral Palsy:

Ontario Federation for Cerebral Palsy is a 1-star charity with a below average results reporting grade. It is not financially transparent and its financial statements are only available through a request from the CRA. The charity has funding reserves that can cover annual program costs for 16.5 years. 

Founded in 1947, Ontario Federation for Cerebral Palsy (OFCP) supports people living with cerebral palsy in Ontario. Cerebral palsy is a neurological disorder that affects body movement and muscle coordination. Caused by brain injury during development, the disorder presents differently from person to person – some people live with no obvious effects, while others need mobility devices and caregivers to help them with daily living. OFCP reports that as of 2015, over 17 million people are living with cerebral palsy globally, and more than 75,000 people are living with CP in Canada.  

Ontario Federation for Cerebral Palsy outlines three main program buckets called Funding, Children & Families, and Planning. No spending breakdown by program was provided by the charity. This update uses the charity’s most recent available achievement report from 2019.  

The funding program offers funding assistance to members of OFCP who have cerebral palsy. Categories for funding include activity and assistive devices; scholarships and awards; and research. The Assistive Devices Funding Program (ADFP) and Life Enriching Activity Fund (LEAF) provide financial support for equipment and community activities respectively, in order to enrich the lives of those living with cerebral palsy. In F2019, LEAF and ADFP supported over 300 of OFCP's members. OFCP's Funding program also financially supports research in areas relevant to the cure, cause, prevention, improved treatment and/or understanding of cerebral palsy. 

Through the Children & Family program, OFCP provides assistance to individuals with cerebral palsy in the form of connection to relevant resources, therapy services, financial aid and educational support. 

OFCP's Planning program includes system navigation support, financial and estate planning. A major component of this program is OFCP's Resources Across My Province (RAMP) resource tool. RAMP guides the public in their search for services and provides information and links that are specific to cerebral palsy. In F2019, OFCP launched the RAMP tool on its website.

Ontario Federation for Cerebral Palsy received donations and special events revenue of $396k in F2020. Administrative costs are 33% of total revenues (less investment income), and fundraising costs are less than 1% of donations. This results in total overhead spending of 33%, which falls within Ci’s reasonable range for overhead spending. For every dollar donated to the charity, 67 cents go to the cause.  

OFCP has funding reserves of $13.6m that can cover annual program costs for 16.5 years.  

Ci has scored Ontario Federation for Cerebral Palsy a zero for financial transparency. The financial statements used in this analysis were acquired by Ci directly from the CRA.  

In F2017, OFCP transferred its Household Pickup Services to a controlled entity whose name is redacted by the CRA in OFCP’s audited financial statements. OFCP now receives bin rental fees and trust distributions from this entity, which have been included in business activities in Ci’s analysis.

Note: Ci reported unrealized gains on investments in investment income, affecting revenues by $293k in F2020, $262k in F2019, and ($59k) in F2018. Gain on foreign exchange was also included in investment income, affecting revenues by ($20k) in F2020 and $17k in F2019. Ci removed amortization from program, administrative and fundraising costs on a pro-rata basis. Ci included government grants which increased revenues by $108k in F2020.
